Regularization of Punjab Government Employees A News from Express

An official spokesman Chief Sectary Punjab Nasir Mehmood Khossa said that the conditions Punjab Provincial services has improved due to the steps taken by the Chief Minister (CM) Punjab Mian Muhammad Shahbaz Sharief. In reply to a report which was asked by the Chief Minister secretariat, the chief sectary said that during the last four year 82562 officers and officials were regularized in Punjab. These include 70004 employees of BPS-01 to BPS-15 and 12558 includes BPS-16 and above. The report regarding the good governance of the bureaucrats has been sent to Chief Minister. It is said in this report that 10849 senior teachers / educators while 50833 Junior teachers / educators were regularized in Education Department of Punjab.

Beside this during the last four year 3752 employees of Higher Education Commission, health and agriculture departments were promoted. The Pension cases of 9553 employees of different provincial departments were completed and forwarded to AG Office. Similarly pension cases of 2579 teachers were completed during the tenure of this four year of punjab government pml(N). During the last four year of PML(N) government in punjab inquiry cases of 57829 employees were decided. It was tried to make a promotional structure of Provincial employees like as for the Federal government employees. The seniority list of Grade 18-21 PCS / PMS officers was already issued. GR one form is being distributed for getting provincial houses on "First Come First Get" basis.
The complete report of official / provincial departments of punjab regarding different aspects has been forwarded to cm secretariat lahore. According to the report a good progress was achieved in all the departments of punjab because of the implementations of CM Punjab.

05-12-2012 More latest news regarding conveyance allowance / revise conveyance allowance of punjab government employees is that the notification issued vide order No. # FD.SR.19-4/86 (P).(PR) and revised rates for conveyance allowance for the employees of punjab government including officers and staff are as mentioned:-

BPS 1-4      Rs. 1700

BPS 5-10    Rs, 1840

BPS 11-15  Rs. 2720

BPS 16-19  Rs. 5000

However there is no decision or news regarding BPS-20 and higher officers conveyance allowance whether it will increase or not.

Revision of conveyance allowance (CA) for Punjab Government Employees Notification issued. According to the different news channels the Chief Minister Punjab Mian Shahbaz Sharief after denying a day earlier the summary of conveyance allowance today agreed to accept the proposal and signed the summary for increase in conveyance allowance for the punjab government employees. The copy of notification issued by the Punjab Government has not yet received however different news channels and newspapers confirmed this news. A news published in the daily Khabrain dated 02-12-2012 in this regard is given below for your information so congratulations to all punjab governments employees for this happy news for which they are awaiting for good time.
The express newspaper today 03-12-2012 confirmed the increase in conveyance allowance by the punjab government according to which increase in conveyance allowance will make a burden of 12 arab to finance of punjab government. Beside this Appeca also demanded different benefits for government employees which can be checked from the below news.
The increase in conveyance allowance will be as follows:-
BPS-01 to BPS-10 1150 to 1500 (total increase 350)
BPS-11 to BPS-15 1700 to 2000 (Total increase 300)
BPS-16 to BPS-19 2480 bo 5000 (total increase 2520)
This increase in conveyance allowance will be applicable from 01 Dec 2012. The federal government already increased the conveyance allowance for its employees on july 2012.
The soft or hard copy was not still seen by anyone regarding increase in conveyance allowance by the punjab government.

SSC and HSSC Exam Schedule Annual 2013 For all Punjab Boards of Intermediate and Secondary Education (BISE)

All the Punjab Boards of intermediate and secondary education (bise) Rawalpindi (formally Pindi board), Gujranwala board, Lahore board, Faisalabad board, Gujrat Board, Multan Board and Bahawalpur board in a meeting which was held on 22-11-2012 at DG Khan agreed to start the matric (ssc part-I & Part-II, 9th and 10th) exam from 23 Feb 2013 and intermediate (FA, F.SC) exam from 02 April 2013. This schedule was issued because of the upcoming election in the country.

The forms for Matric admission will be available from 05 Dec and last date of submission will be 26 Dec 2012 with single fee. And the form for admission of HSSC (FA/ F.Sc) classed will be available from 26 Dec 2012 however last date for submission of admission form for HSSC (FA/FSC) has not yet been decided. The result of the Matric and intermediate class for annual examination 2013 bise (all Punjab) usually announced in September for Intermediate and matric (class 9 & 10) announced in July / August 2013. The date sheet of the said programs (Matric and intermediate) annual 2013 Punjab boards of intermediate and secondary education (BISE) will be available here on this site as soon as possible.

Notification of Conveyance Allowance Issued By Punjab Government 0212-2012

According to the news The Chief Minister of the Punjab Mian Muhammad Shahbaz has rejected the summary of increase in conveyance allowance (CA), daily allowance, leave encashment and other allowances whose summary was forwarded to him on 30-11-2012. It was being expected that CM will approve the summary but instead it was rejected and therefore Punjab Government employees are not going to get benefit from the increase in pay.

The Federal Board of Intermediate and Secondary Education Islamabad (FBISE) announced the result of matric ssc supplementary class 9th and 10th for the year 2012. According to which the pass percentage of ix (9th) students is 48.82. In total 13125 students appear in exam while 6407 were passed. In class 10th (matric part-II) while 42.24 percent students were passed, in total 9178 appeared and 3877 were declared as passed. A Rationalized Pay Structure has been sent to the Provinces for suggestion which was prepared by The Ministry of Finance (Regulation Wing). It is being said that the pay structure formed will effect the finance for only 30 lac extra budget. Along the increase in basic there is a suggestion to decrease the commutation of the government employees. That will save money which is causing extra burden to budget. According to the relavant sources the basic pay will increase as follows for the government employees:-

According to the sources after getting the suggestion from the provinces the summary will be presented in next upcoming meeting of pay and commission.
However it is not confirmed yet what formula was used to increase the basic pay above. However the above pay scales are giving increase in basic pay as well as annual increment but it is not yet confirmed that whether or not the other allowance like conveyance allowance for provinces and house rent, medical allowance will increase on the basis of these new rationalized pay scales or not. The matter of rationalized / unified pay scales is pending for last three years but the Federal government is unable to make agree the provinces specially the Punjab Government to agree them on a specific pay structure while declining before many such structures once again these suggestion have been send to the provinces and awaiting for reply. Another reason of declining this pay structure by the provinces is that it will effect the budget of the provinces while no budget allocation was granted in annual budget of 2012-2013 for this purpose so if provinces are going to agree on this pay structure they will have to manage their budget by their own sources that will cause difficulties for the provinces.
Since the present government of President Zardari (PPPP) is going to end of February 2013 so Federal government is trying to provide such a good relief in pay so to get maximum favors from government employees in upcoming budget. And another reason of the provinces delaying this matter seems that if they agree on such a structure then all the favor of employees will go towards the Federal Government (PPPP). So a great conflict is present between provinces and federal on this and such other matters. The meeting of the pay and commission next session is expected in December however it will be pend upto the receiving the suggestions from the provinces.
If we compare two main parties of the Pakistan that are Peoples Party Parliamentarian Pakistan (PPPP) and Pakistan Muslim League Nawaz PML (N) these both parties have different opinion in respect of employees and their salaries. I am not affiliated with anyone. The PPPP government is trying to relief the government employees from the start of their government they tried to reinstate the employees. Also they increase the pay of the employees from time to time during the last 5 year session of their elected period. But the PML(N) is opposing these decision they were not seems in favor of reinstating employees and also against the increase in pays and salaries and allowances of the government employees. The PML(N) in punjab did not increased the conveyance allowance while federal government did. The PML(N) opposed the 40 to 50 increase in salaries in last budget while PPPP did increase the pay accordingly. Beside this PPPP gave increase in different allowance like Daily Allowance DA, Traveling Allowance TA and such other allowances. And in the matter of teachers federal upgraded the teaching posts while punjab PML(N) did no thing except teasing the teachers.
So i is being done in the said matter of unified pay scales. So it seems that government employees are going to favor PPPP in next upcoming election of 2013. Anyhow it is a personal opinion may differ the opinion of someone. So not treated seriously.

A great conflict is present between the provincial  and federal government while deciding holidays for moharram because there is danger of suicide attack. The federal government announced the four holidays 2 for moharram one for d-8 and for security reason. The sindh and Balochistan government followed the federal government but the matter of Khayber Paktoonkhawa and Punjab was little different. In Khayber PakhtoonKhawa there was announced holiday in different parts while some institutions were opened. And the matter of the punjab government was almost different from the all because punjab government did not announced holiday at any part however at lahore some schools were closed which were under the danger area.
