Winter Holiday Announced in Punjab Educational Institutions for December 2013

The Educational Institutions of Punjab government will be closed for winter holidays / vacations from 24 December 2013 to 31 December 2013. All the colleges and and schools of Punjab governement will be closed during these dates for winter holidays. The schools and colleges of Punjab will re-open on 01 December 2014. Happy Holidays to all students and teachers and Happy New Year 2014 enjoy.

Notification Upgraddation of Junior Accountant w.e.f 12 Sep 2005 instead 19 Jul 2011

The Junior Accountant who were working in Pakistan Post were appointed on BPS-12 and were upgraded to BPS-16 w.e.f 19-07-2011 Notification No. Even. But by the direction of Ministry of Communications (Postal Wing) Letter No. 1-63/2009-P.o-I dated 19-08-2013 and Finance Division (Regulation Wing Letter F. No. 1(2)R-1/2008/482/13 dated 07-08-2013 the Director general Pakistan Post Islamabad who is the competent authority in this case issued letter No. Estt.2-7/2007 (KW)(Pt) date 02-09-2013 which modified the date of upgraddation of Junior Accountant(BPS-16) as 12-09-2005 instead of 19-07-2011 giving the benefit to the Junior Accountant of Pakistan Post Islamabad.

On one side it is very good news for for upgraded Junior Assistant that they are being awarded BPS-16 from earlier date but on the other hand it is also making question mark for policy makers that how can it be possible that Junior Accountant is being granted BPS-16 while Senior Accountant are still working in BPS-14.

Notification of Computer Allowance for the Teacher / Educators (SSE/SST) Education Department Punjab

The SSE(CS) and SST teachers are entitled Computer allowance @ Rs. 1500/-. But the the District Account Offices of the most of the districts of the punjab are not allowing this allowance to the teachers of Punjab education Department. In this regard the Executive District Officer (EDO) of the District Rahim Yar Khan, approached The Direct Public Instructions (SE) Punjab Lahore for the guidance regarding the grant of computer allowance to the educators / teachers of Punjab through letter No. 6457/Ad-I Dated 11 June 2012 and requested for the grant of Computer allowance. As some districts are already granting computer allowance to the teachers with pay so proof of this was also attached.

The Director Public Instructions (SE) Punjab Lahore replied this appeal vide letter No. 6807/Admn(Male)-2 dated 05-07-2012 the copy of this is shown below.

According to this reply following gudiance was provided by the director Public Instructions Punjab:-
1. The SST/SSE (CS) are allowed to draw computer allowance at the rate of 1500/- Per Month according to the notification No. US(Budget) I-8/07 dated 05-05-2007.

2. The Accountant General Punjab or district Accounts Officers (DAO) of respective district to approached with notification for the grant of computer allowance.

3. The Computer allowance is admissible to both contract and regular teachers i.e SSE and SSTs.

The Chief Minister of the Punjab has already ordered for the regularization of the all contract employees in the province of the Punjab. But as the election commission of the Pakistan cancelled this decision due to election, the CM Punjab Mian Muhammad Shahbaz Sharif once again ordered to start the regularizationn process of all the employees in Punjab including teachers and educators of Education department Punjab.

The Notification of regularization BPS-1 to BPS-15 has already been uploaded to this educational blog, which clearly mentioned all the eligibility criteria for the regularization of contract employees working in different department of the Punjab.

A separate notification for the regularization of the employees in BPS-16 and above in Punjab has been issued. In this notification CM Punjab asked the administrative department to forward the cases of all such employees who are working on contract according to the policy provided vide notification NO. DS(O&M)(S&GAD)5-3/2013 dated, Lahore the 1st March, 2013 Services And General Administration Department (Regulations Wing) dated, Lahore the 1st March, 2013 the copy of which is provided below for your information. After issuing of the regularization notification of BPS-16 and above a huge number of educators and subject specialists working in different schools of the Punjab will get benefit of regularization. The administrative departments of the Punjab has been asked to forward all such cases of employees for regularization except those who fall under C&D category.

The government of the the Punjab has decided to regularize the one lac contract employees once again after being elected in the present election of 2013. In earlier notification which was issued by the Chief Minister Punjab Shahbaz Sharief regularized the employees of the Provincial Government employees. But during the supervisory government the notification was cancelled. Now after elected as CM Punjab Shahbaz Sharif once again ordered for the same notification for the regularization of the contractual employees of the Punjab government.

An instructional letter has been issued by the Services and General Administration Department (Regulation Wing) to the Punjab government departments asking for restarting the regularization work once again. According to the notification the employees of the BPS-01 to BPS-15 will be regularized by the Scrutiny committees, while the cases of regularization of the employees working in BPS-16 and above would be forwarded to the Punjab Public Service Commission (PPSC Lahore).A seperate Notification for Regularization of BPS-16 above employees working on contract has been issued.

According to the governemnt policy verification of the educational degrees of the employees is must. Beside this employees mental and body health will also be measured through a complete medical test. It will also be noticed that the work of the employee during the contract period was satisfactory. The seat where an employee is going to be regularized should aready exist. If the service rules for a contract post does not exist then first the service rule for such posts will be prepared.

It will be good to mention here that educators of the Punjab Government Education Department which are sse, sese and ese will also be regularized under this notification of 2013. The educators of the Punjab Government who were recurited before the year 2009 have already been regularized, while the regular orders of the educators who were recurited after 2009 are still awaited. There will be a great problem of seniority of the educators if the a combine notification issued because this will make problem for the promotion as the senior will become equal to the junior educators. The notification copy of regularization of the contractual employees of the punjab will be provided here soon.

Lifting of Ban over the transfer / posting of teaching staff in Punjab Education Department

Punjab Education Department lifted the ban over the transfer / posting of the teaching staff. The dead line for receiving applications is 20 June. The transfer in city of Rawalpindi will be made only on the guidance of Chief Minister Punjab.

Notification of increase in Conveyance allowance for Punjab Government Employees (01-12-2012 and 02-12-2012) News


05-12-2012 More latest news regarding conveyance allowance / revise conveyance allowance of punjab government employees is that the notification issued vide order No. # FD.SR.19-4/86 (P).(PR) and revised rates for conveyance allowance for the employees of punjab government including officers and staff are as mentioned:-
BPS 1-4      Rs. 1700
BPS 5-10    Rs, 1840
BPS 11-15  Rs. 2720
BPS 16-19  Rs. 5000

However there is no decision or news regarding BPS-20 and higher officers conveyance allowance whether it will increase or not.


Revision of conveyance allowance (CA) for Punjab Government Employees Notification issued. According to the different news channels the Chief Minister Punjab Mian Shahbaz Sharief after denying a day earlier the summary of conveyance allowance today agreed to accept the proposal and signed the summary for increase in conveyance allowance for the punjab government employees. The copy of notification issued by the Punjab Government has not yet received however different news channels and newspapers confirmed this news. A news published in the daily Khabrain dated 02-12-2012 in this regard is given below for your information so congratulations to all punjab governments employees for this happy news for which they are awaiting for good time.
The express newspaper today 03-12-2012 confirmed the increase in conveyance allowance by the punjab government according to which increase in conveyance allowance will make a burden of 12 arab to finance of punjab government. Beside this Appeca also demanded different benefits for government employees which can be checked from the below news.
The increase in conveyance allowance will be as follows:-
BPS-01 to BPS-10 1150 to 1500 (total increase 350)
BPS-11 to BPS-15 1700 to 2000 (Total increase 300)
BPS-16 to BPS-19 2480 bo 5000 (total increase 2520)
This increase in conveyance allowance will be applicable from 01 Dec 2012. The federal government already increased the conveyance allowance for its employees on july 2012.
The soft or hard copy was not still seen by anyone regarding increase in conveyance allowance by the punjab government.

Congratulations to Senior Subject Specialist For being Regularize

A great news for the Senior subject Specialist (SSS) who were appointed at (BPS-18) on contract basis is that School Education Department of Punjab has regularized them vide Order No. SO (SE-1)15-3/2011 w.e.f from the date 10-09-2011. Furthermore it is stated that these officers were appointed on BPS-18 according to the contract policy 2004. They will remain on the same position which is currently being hold by them. Latest News / Updates Regarding Notification of Conveyance Allowance by Punjab Government 2012 - 2013

The federal Government Revised the conveyance allowance for its employees and the employees of the other Provincial Government were considering the same increase in their pay but after a long delay there is still no news regarding the increase in conveyance allowance of the punjab, sindh, Balochistan and Khayber Pakhtoonkha province. And it seems that the employees of the provinces will not be awarded to such an increase.
Many websites and sources are misguiding people regarding this issue that the provinces have also increased the conveyance allowance. Many of the people and member of this blog asked me about the fact of the matter and after contacting to the official of the different government institution i found now such news that punjab government will increase the conveyance allowance of its employees as the federal government did in its decision.
On the one side the government is thinking for the unified pay scale but on the other side this type of difference in pay scale is increasing disappointment in the employees of the provincial government. The Provincial Government should take the step like the federal government to increase the conveyance allowance of its employees.
Anyhow it is informed once again that there is still no notification for increase in conveyance allowance of the provincial / punjab government employees. So dont be frustrate by the random news published by different websites and sources and wait for the fact until it appear through some reasonable source.

New Scheme of Study For Intermediate (Part I & II) Class XI & XII for Sesion 2012-2014

The Punjab Boards Committee of Chairmen has approved the summary for the conducting the examination of intermediate classes according to new scheme of study for the session 2012-2014. The total numbers for the part I and Part II (First Year and Second Year) are the same i.e 550 each. That mean total number at intermediate will still remain 1100. The board also took the decesion regarding practical examination and decided that the practical subject that invole one question will carry 15 marks.  And it is the responsibility of the institute to manage a 3 hour class per week for practical / library / manual work examination. The board also decided that the institute can only offer those subjects for which they have been given affiliation.
Another important decision that was taken is the pass percentage and from now to onwards the pass percentage marks for intermediate classes have also been increased from 33% to 40% that mean that students who before were declared passed when getting 33 number out of 100 now require to get 40 marks out of 100 to pass the subject.
The board also revised the grading system according to new scheme of study grading system is as under:-
A+ = 90% & Above
A = 80%
B = 70%
C = 60%
D = 50%
E = 40%
F = Fail = Below 40%
