Notification of Regularization of 1 lac Contract Employees in Punjab August 2013

The government of the the Punjab has decided to regularize the one lac contract employees once again after being elected in the present election of 2013. In earlier notification which was issued by the Chief Minister Punjab Shahbaz Sharief regularized the employees of the Provincial Government employees. But during the supervisory government the notification was cancelled. Now after elected as CM Punjab Shahbaz Sharif once again ordered for the same notification for the regularization of the contractual employees of the Punjab government.

An instructional letter has been issued by the Services and General Administration Department (Regulation Wing) to the Punjab government departments asking for restarting the regularization work once again. According to the notification the employees of the BPS-01 to BPS-15 will be regularized by the Scrutiny committees, while the cases of regularization of the employees working in BPS-16 and above would be forwarded to the Punjab Public Service Commission (PPSC Lahore).A seperate Notification for Regularization of BPS-16 above employees working on contract has been issued.

According to the governemnt policy verification of the educational degrees of the employees is must. Beside this employees mental and body health will also be measured through a complete medical test. It will also be noticed that the work of the employee during the contract period was satisfactory. The seat where an employee is going to be regularized should aready exist. If the service rules for a contract post does not exist then first the service rule for such posts will be prepared.

It will be good to mention here that educators of the Punjab Government Education Department which are sse, sese and ese will also be regularized under this notification of 2013. The educators of the Punjab Government who were recurited before the year 2009 have already been regularized, while the regular orders of the educators who were recurited after 2009 are still awaited. There will be a great problem of seniority of the educators if the a combine notification issued because this will make problem for the promotion as the senior will become equal to the junior educators. The notification copy of regularization of the contractual employees of the punjab will be provided here soon.

Prime Minister of Pakistan Mian Nawaz Sharief First Address to the Nation 2013

The Prime Minister of the Pakistan Mian Muhammad Nawaz Sharief addressed to the nation first time after being elected in 2013.

The main address was concerned on the following three points:-
1. Loadshedding
2. Terrorism
3. Corruption

The Prime Minister started his speech and was little painful because of the sitution of the country. He said that we are trying to overcome the loadshedding on the urgent basis. The 14 years corrution of the previous government has destroyed the main assests of the country and we have to pay a huge amount of loan, and for this we will have to get more loan for overcoming the problems. The Prime minister pointed the two example of horrible corruption by the previous government. One of which is the Nehlum-Jehlum Power project in which there was no plan for the transmission line through which electricity will be provided to the houses and lociality. In another example as quoted by the Prime Minister a power project machinary of almost Rs. 425 Billion has been wasted in Karachi.

The Prime Minister said that corruption in the country will not be allowed at any cost. Management should change their mood and be active for the development of the country. The Prime Minister said that after being elected we have paid a huge amount to the wapda and other electricity providing companies to overcome the problem of the nation and we are trying to overcome the load sheeding problem by starting the new projects. In this regard some projects are under establisment with the help of the China. We will start electricity project in Thar and a good news regarding Gudani power project of 6600 Mega Watt will be announced soon.

We will cooperate with the provincial government and will provide every possible source to the provincial government to overcome the problem of the nations. We will have to take bold steps towards our foreign policy and terroism and drone attacks. We have asked America to stop drone on all the forums.

Housing project for the power and low income family will be started soon. A project for the youngesters of the nation for self employment will be started soon so that the youngesters of the nation may take part in the progress of the country. We will make a project of motorway from Karachi to Lahore and wish to start a underground metro train system in Karachi like developed countries of the world.

Our government is also have special concerned about education, health and drinking water problems. But all these problems required time to be solved.The prime minister also extended the limit for the ending the loadsheeding problem that will now take at least five years. The speech was concered about all the problems of the country but there seems no proper solution for the problems of the country.

RECURITMENT POLICY 2013 FOR SCIENCE AND ARTS EDUCATORS JOBS IN PUNJAB

The Government of the Punjab has finally decided to recurit the arts teachers / educators in year 2013. Like the previous induction process this time criteria of selection is more difficult. The induction of educators in Govt. of the Punjab Education Departments started in the year of 2000. Whe Gen(R) Pervaiz Musharaf the President of the Pakistan at that time applied the contract appointment policy and these recurited teachers who were on contract were named as educators. During his ten year government the scales of the educators were revised and upgraded. The policy of contractual appointment remained valid till the year 2009 when the present Chief Minister Shahbaz Sharief who was near to the end of his government decided to regularized these teachers, but giving no benefit like pay protection counting of service towards graduatiy etc. The purpose of announcement to regulariz the teachers and contract employees in Punjab was to get the benefit in the coming election (this is my personal view you may not agree with me).

Let's have a complete review of the recuritment policy 2013 for arts and science educators induction 2013. The policy was made focusing the following points.

Recuritment Policy 2013 Based on the Points

1. Inducting best suitable candiates on merit.
2. To induct the educators for the subject who are most urgrently required.
3. Science / math educators is compulsory for the primary and elementary 
schools.
4. Induction of urdu / arts educators for elementary and secondary schools.
5. Induction of subject specialize educators at elementary level too.

The above points are very true and valid keeping in view the condition of educational institutions in Punjab / Pakistan. But the beside this where it was aimed to recurit arts teachers / educators in punjab for the induction 2013 program, it was also added that the arts teachers in education department of the punjab are already in excess as compare to science educators.

Special Quota
2% of the total advertised educators posts are reserved for the disabled.
5% of the total advertised educators posts are reserved for the minorities.

Entry Test

The test will be conducted by the NTS (National Testing Service) and obtaining 50% marks in this test are necessary and candidates who get lower marks will be out of the induction process. Keeping in view the test result the merit list will be prepared as under:-
